I don't know if I'm completely correct, so please don't get mad at me, but I do think that the answer is B. If you think about it, modern poetry has far fewer rules than it used to. Free verse has become a very popular form of poetry, and that is my reasoning. I hope this is helpful!

Just look at almost any historical poem from that time and you will likely find a specific meter and alliteration used throughout. In modern times, however poets are more likely to write free-verse poems or poems without any specific meter or alliteration. This allows poets to express their ideas without worry of sticking to a specific meter or using alliteration. However, meter and alliteration are used in modern poems as well, just less frequently.
