I don't know if I'm completely correct, so please don't get mad at me, but I do think that the answer is B. If you think about it, modern poetry has far fewer rules than it used to. Free verse has become a very popular form of poetry, and that is my reasoning. I hope this is helpful!

In the 14th century, poets used meter and alliteration frequently in thier poems. Just look at almost any historical poem from that time and you will likely find a specific meter and alliteration used throughout. In modern times, however poets are more likely to write free-verse poems or poems without any specific meter or alliteration. This allows poets to express their ideas without worry of sticking to a specific meter or using alliteration. However, meter and alliteration are used in modern poems as well, just less frequently.
