I would say that responsibility is an unwritten aspect of freedom because whether or not you want this to occur, freedom brings with it responsibility. Part of having freedom means being able to make your own decisions, which requires that one have responsibility in order to make smart choices.
The figure of speech, if I am not mistaken is personification. JFK is stating that the country can do something(implying human characteristics), but the country CAN'T literally do something for you in the way that is implied.
False because you can't always be feeling very positive of what your saying all the times.
