Nowadays, it's easier and cheaper for companies to outsource their work or maintain cheaper workers because of greater government welfare programs. Public Works Associations are good quality jobs that maintain healthcare programs and retirement savings for their employees that not all employed individuals have the opportunity for, mostly because these high quality jobs are scarce.</span>
