How does the value of a panamanian balboa compare to that of of a us dollar and why is this so??

A Panamanian balboa is $1.00 if you look at current exchange. And when I went there, they accepted USD same as their money. So it's equal and they use the dollar same as their currency. And I went 3 years ago. Apparently, they haven't changed.
