Japan- has high youth dependency ratio because their is not enough working young people to sustain the amount of old people in the society. As a result, Japan wants to introduce Pro-natalist and pro immigration policies to promote population growth and to sustain their economy.

Africa- The problem is they have an unsustainably large population. So, they’d want to promote anti natalist and anti immigration policies.
