The Help America Vote Act (HAVA) of 2002 was a Federal Law of United States passed by the House (357-48) in the Senate (92) and was then enforced into law after the approval of President Bush on 29th October 2002. The bill was implemented I response to the controversy of the 2000 presidential election of the United States in which around 2 million ballots got disqualified. The reason behind the disqualification was registration of multiple vote when was counted by the vote-counting machine.

The aims of HAVA are as follows:

i. Change the voting system based on a punch card and lever.

ii. Establish Election Assistance Commission.

iii. Construct minimal election administration standards.

HAVA enforced that all the States and its constituencies to upgrade their election procedure including Voting Machine, poll worker and registration process. The changes were interpreted in different states in different ways.

The Help America Vote Act is a federal law passed on October 29, 2002.

The HAVA was designed after the electoral problems in the 2000 presidential election. Critics note that HAVA promotes the use of voting machines, although these had caused some of the problems in the previous election.

The HAVA introduced a voter directory at the federal level. The HAVA has also introduced the right to cast a provisional vote if a voter is not included in the official electoral roll. This vote will only become valid after the voter has proven its legality.
