Answer:

Only adult male Athenian citizens who had completed their military training had the right to vote in Athens. This excluded the majority of the population conformed of  slaves, freed slaves, children, women and metics (foreigners resident in Athens).  Most of the citizen were require to work testify to a breadth of direct participation among those eligible, also they were elected to work for the people by lottery and these duties were considered a privileged.

One of the curious characteristics of Athens Citizenship it was that this only can be applied to individuals that were citizens and their descendants.
