The problem with giving plastic power in the hands of a representative body is that through it you can give basically a wide range of possible abilities/power which they can exert as they please. This isn't the best idea to do when the current representative body is prone to corruption for example.
Some aspects of culture are value, language, religion, architecture, customs and traditions, and government.
In order for Tuvan musicians to adapt their performance in
their new performance by having to sing a wide variety of musical forms, in
this way, they may be able to have versions that are extended to their
traditional songs that they often sang.
