Unlike those before him, Gorbachev tried to open up the Soviet Union to other countries and to help Soviets that were struggling to survive. Gorbachev knew that if he didn't do anything, then the Soviet Union would collapse, hence why he worked to restructure it. Despite his efforts though, the Soviet Union collapsed anyway in 1991.
