The Teller Amendment was issued by the US Congress in 1898 in order to include certain specifications in the war message pronounced by President McKingley. It aimed to establish conditions related to the presence of the US military forces in Cuban soil. It stated that the US forceswould not stay in Cuba or exercise control over the island,which would be in hands of its people instead. The US would simply help Cuba to obtain their independence and leave afterwards.
