It is always money that causes corruption. I am betting that as they gave out the grant those that were profiting bribed and blackmailed those that were in the government. And as they grew more powerful they started to become the top boss of the place. As they grow more powerful they grow more wealthy. With more wealth their power extends even more.

The major thing that they supported was creating a worldwide revolution and spreading communist ideology. They wanted for workers of the world to unite and build a communist worldwide state based around the proletariat and their goals. The proletariat were the working class since they were the ones who contributed the society the most so it was natural according to them that they should be in charge.
