In the initial stage of the Great Migration, eight main cities attracted most of the migrants: New York and Chicago, followed in order by Philadelphia, St. Louis, Detroit, Pittsburgh, and Indianapolis.

The second great black migration rose the populations of these cities while adding others as destinations, particularly on the West Coast.

This order resulted in the removal of Japanese-American citizens, regardless of their citizenship status, into internment camps.  Korematsu, a Japanese-American citizen, sued the government for this mistreatment and charged them with violating the constitution.
