The insolation is not the same across the planet, and it varies from one place to another. The variations occur mainly because of two things, one being the latitude and the other being the the type of surface.

The places that are on lower latitudes get more direct sunlight, thus more concentrated, and they manage to absorb more heat. The places on higher latitudes get sunlight at very low angle, thus very dispersed, and they absorb much less heat.

The surfaces that are without cover, on land, tend to have higher insolation. The surfaces that are with cover, or are water bodies, ice bodies, have lower insolation.
