The answer is:  it processes payments, such as social security checks

The federal government record all of our social security number as long as we are old enough to obtain a citizen ID. Each year, the feds would collect data regarding the amount of our earning to computate whether we are in the correct income bracket to receive a social security check and help the treasury to distribute those checks.
