Lamar's defense policy against the Indians began with the creation of 23 military companies that would be established in eight specific locations, most near rivers, and which were eventually to be converted into border settlements whose inhabitants would receive economic support from the government. Lamar began a large-scale war against the Cherokees in 1839 and found in the diary of a Mexican rebel killed the news that this nation would receive support from the Mexican government if they launched a large-scale war against the whites of the territory. The success of Texas over the Cherokees was total and these were banished from the country and all their settlements were destroyed.
Another issue that was decided in his administration was to choose a definitive capital for the country, which would be moved from Houston, which had exercised that function until then. The act promulgated for this purpose indicated a specific region where a group of commissioners should choose the seat of the new capital, with which there was no possibility that it would continue where it had been. Finally on April 13, 1839 the commissioners chose as the best option the small settlement of Waterloo, which was renamed Austin. He also founded the state library in that city.
