On February 26, 1869, the Congress passed the Fifteenth Amendment but Southern states resisted the ratification. What Congress did was to demand the southern states that had been accepted by the Union to accept the Fifteenth Amendment. The Amendment granted citizenship and rights to all people, not only whites.
