What Congress did was to demand the southern states that had been accepted by the Union to accept the Fifteenth Amendment. The Amendment granted citizenship and rights to all people, not only whites.

Also, the Egyptians invented paper or papyrus which gave them a medium for writing and recording data. Also, they used the wheel and the lever and the ramp. Of course the wheel was very important for their transportation ie with chariots for example. The ramps were used for building such as the pyramids.
