3.Draw a line segment Joining center to the point lying outside.

4.Draw the perpendicular bisector of that line segment.

5.Keep one end of the compass on the midpoint of the line segment, and other end of the compass on the center or other end of line segment,and draw a circle.

6.The points where this circle,cuts the circle drawn in the beginning,are the points,from where you can draw tangents which will intersect at the point which lies outside that we have taken in the beginning.
