This policy was aiming at making the country an industrial production super power with making industrial facilities for production so that the country is not exporting raw goods anymore but produce them and lift the economy up. But as most policies of the socialist countries in this period, this policy has failed, mainly because of bad planning and very estimates about the market, so instead of making China stronger, this put China into a worse economic position.
