The answer is: HIGH POROSITY.
________________________________
(although low permeability can be associated with greater water retention. Permeability can be affected by particular size.  For instance, larger particular have larger poles, so fluid (water) can pass through water quickly (higher permeability and less water retention).  As such, smaller particles have smaller pores, so fluid (water) can pass through water LESS quickly (lower permeability and RETAINING MORE WATER.).
_______________________
However, "high porosity" is the best choice.

Typical rate of accumulation of sediments on the deep-ocean floor range around ________ in 1000 years. answer 0.5-1 cm 2-5 cm 10
RoseWind [281]
In the middle of the ocean the sedimentation rate is as slow as 0.5 - 1 cm because the sediments are only from the wind, that was blown. then in continental margins, sedimentation rate is very fast at about 2-4 m per 1000 yr. so in deep ocean, sedimentation rate is about 2 - 5 cm per 1000 years.
