A commissioner would have authority in a small local or county government.  The County Commissioners serve both executive and legislative duties.  This means they manage affairs, carry out laws and make laws.  There are usually 3-5 Commissioners in a county and they work together to hire/fire other county employees, approve budgets and track spending.  Police departments also have commissioners.

After Belgian Peacekeepers were tortured and killed whilst protecting Rwanda's Prime Minister, the international community sent a Multinational force to extract people of foreign descent still in Rwanda.

They refused to take any African knowing full well the fate that awaited a lot of them.

Paul Rusesabagina saw this and realised no one was coming to help them so he encouraged every single person in the Hotel to call everyone they knew both within the country and outside. The goal he said, was to send whatever help they could as well as to out pressure on the Rwandan government to halt the killings. He also called his bosses in Belgium and France to help. These true events inspired the movie Hotel Rwanda where Paul Rusesabagina was played by Don Cheadle.
