The total number of town is n = 15

Generally the missing number of town is mathematically evaluated as

k = 15 - [2 + 4 + 5 + 1 ]

=> k = 3

Generally the probability distribution for frequency is mathematically represented as

P =  \frac{A}{B}

Here  A is the number of town having these losses (i.e each row under the number of towns having the losses column)

        B is the total number of  towns

Considering column one

          P_1 =  \frac{2}{15}

           P_1 =  0.1333

Considering column two

          P_2 =  \frac{4}{15}

           P_2 =  0.266

Considering column three

          P_3 =  \frac{3}{15}

           P_3 =  0.200

Considering column four

          P_4 =  \frac{5}{15}

           P_4 =  0.333

Considering column five

          P_5 =  \frac{1}{15}

           P_5 =  0.067

Looking at the table we see that the region with  5  towns receive 3 floods per town and this region of 5 towns has a higher probability distribution for frequency compared to the other region. hence the location with most risk for flood is the location with 5 towns
