Explanation:

Each individual state has the power to set the driving age in their state. The states also decide what rules and regulations there is on driving. There are some states that allow minors to get a driving license when they are 14. The majority of states allow minors to get a license at the age of 16.

Almost all states require minors to have a drivers permit for a certain period of time before the minor can apply for a drivers license. Some states also will not give out drivers license if the minor is not in school and can take away licenses if the minor quits school before the age of 18.
