A. The Allied Forces

During WWI, where the Ottoman Empire was evolved and the Allied forces (Britain, France, Russia, Italy, and the US) and Central Powers (Germany, Austria-Hungarian Empire, Ottoman Empire, Bulgaria) existed, the Ottoman Empire wasn't being attacked by either the Central Powers or Germany as a subset of that. Russia only has one front on which to attack the Ottoman Powers, so the Allied forces (the group) is a better answer.

Julius Caesar used a crisis in Rome in order to gain power and control the empire. After that, he proclaimed himself dictator. That is why his personal group of people planned the conspiracy to assassinate him.
