The goal of the Kellogg-Briand Pact was for the signing nations to use war as a last resort. This was an international agreement reached in 1928 and evidently this was not taken too seriously since World War II ensued. It was signed by Germany, France and the United States and was then soon followed by a number of countries. There were a number of states who signed it, included countries which would not be seen as being in the western world.
