As emperor of the Han Dynasty, Liu Pang used some of the same policies as the Qin dynasty. However, he also changed some of the harsh policies that he rebelled against. He reduced taxes on peasants. He eased Legalist policies. He appointed Confucian scholars as his advisors. His actions built a strong base for the Han dynasty.
