Naturalization is the process during which people not having citizenship to a country receive their citizenship. It’s purpose is to give full rights to people who anyway live and contribute to the society rather than alienate them

Because they don't have to go into enemy lines, which requires mental training and physical, as well. They just see the invading troops, and attack, rather than planning and attacking.
