Following the 1994 midterm elections, Republicans in Congress BELIEVED THE AMERICAN PEOPLE WANTED THEM TO MAKE CHANGES.

In the 1994 midterm elections, Republicans had campaigned on the promise of  a "Contract with America."  Newt Gingrich and Richard Armey wrote the document and spearheaded the campaign to take control of Congress back for the Republican Party.  (Republicans had not had a majority in the House of Representatives for 40 years.)  The Republicans picked up 54 seats in the House of Representatives in the 1994 midterm election, as well as gaining 9 seats in the Senate, to become the majority party in Congress.  So they believed they should carry out their "Contract with America" to make changes.

The midterm election of 1994 in the United States was held on 8th November of the year. The election was contested during the first tenure of President Bill Clinton of the Democratic Party. The election is also considered as the Republican Revolution as after the election the Republican Party achieved full authority over congress. Republicans were able to fill eight seats of Senate and 54 seats of House of Representatives. Apart from it they were able to attain governorship of 10 states and took command of many State Legislature chambers.

During the campaign of the election, the document released out by the Republican Party was named as “Contract of America”. The document was drafted by Larry Hunter, detailing the promises the party would perform after gaining majority in the congress.  The commitments made by them were revolutionary and helped a lot in influencing the voters to achieve congressman majority.
