He encouraged many new religious communities and gave papal approbation of the Society of Jesus (Jesuits) in 1540 and of the Ursulines in 1544. Paul's greatest encouragement to the Catholic reform was the opening of an ecumenical council which he tried to inaugurate as early as 1537 at Mantua.
1. The outcome / effect
When a country’s leader considers whether to surrender or fight, they probably will think about the outcomes that would possibly come from what decision they make. What will most likely happen if the country decides to fight? Will the country win or will their force get demolished?
2. Army/military power
A country’s leader probably considers how strong their country’s military is against the other country’s military force. If the country has a stronger military than the opposing country, it would probably be best to fight and not accept defeat. If the country has a weaker military than the opposing country however, it would probably be best to surrender to avoid any unnecessary casualties.
These are the two that I can come up off the top off my mind, I hope you can use this as part of your own ideas.
