The constitution gace the federal governmwent the power to colletct taxes, to borrow money, to regulate commerce and to raise armies and naives. the national bank helped the federal govenrment ecercise these power. MAarshall oncluded that the " necessary proper" clause allowed the federal govenrment to use its powers in any way not sepcifically prhohibeted by the constitution .
