According to my history book on the early U.S., they also had drew up the first plan of national government, The Articles of Confederation. However, this may not be considered the 'Big Accomplishment' you are looking for, as this form of government lasted for a short time (less than 20 years).

It is always money that causes corruption. I am betting that as they gave out the grant those that were profiting bribed and blackmailed those that were in the government. And as they grew more powerful they started to become the top boss of the place. As they grow more powerful they grow more wealthy. With more wealth their power extends even more.
