I do not think it works, human security is a universal problem and everyone, there are threats that are common to all people, an example are drugs, crime, etc. The intensity is variable from each region of the world to another.

If I were a victim of a crime, I would not be interested in either revenge or peace, I would be more interested in justice, a crime, whatever it may be, cannot go unpunished, since impunity is a key factor for The culprit continues to commit crime.
