Greece is a crossroad of cultures, it is in Europe, but also it is near Egypt and the East. So it had a big exchange of ideas and philosophy, it developped science and trade, and being surrounded by the sea, it developped maritime skills (military and trading fleet). This lasted form antiquity to modern history.
One of the major compromises made between the Northern and Southern states during the Constitutional Convention of 1787 concerned B) counting slaves in the population. As a result of this compromise the states agreed to count each slave as 3/5 of a person and the compromise thus became known as the three fifths compromise.

By approval, I think you mean by the delegates from each state had approved it. The problem was that the states themselves had to approve it. That seemed like a cumbersome process, but you have to remember that democracy works on the will of the people and each state had to ratify it keeping in mind that there were still problems: it was not a slam dunk.
Impeachment is a long process and lots of times doesn't work in time. This happened with Bill Clinton. He was on trial to be impeached but finished his term before he could be removed from office.
