The Emancipation Proclamation freed enslaved people living in states still in rebellion against the Union after January 1, 1863.

The Emancipation Proclamation was issued by President Abraham Lincoln and granted freedom to slaves in the Confederate states if those states did not return to the Union by January 1, 1863. According to the Proclamation freedom would only be granted to the slaves if the Union won the Civil War.

The Emancipation Proclamation (1863) declared "that all persons held as slaves" within the rebellious states (this is to know, the Southern states) "are, and henceforward shall be free," so the right answer is A. As a result of the implementation of this Proclamation, many slaves enrolled in the Union Army. Even though there were also slaves in the border states that were loyal to the Union, the Proclamation did not refer to them; only to those that were in states that had seceded from the United States. In addition, the document did not include those states that had seceded but were already in control of the Union.
