The framers of the U.S. Constitution wrote the Preamble to introduce the core ideas of the new government. Meanwhile, the intention of the making of the preamble of the Constitution is to announce and describe the core ideas of the new government.

 

EXPLANATION:  

The Preamble to the United States Constitution, starting with the words 'We the People', is a brief preliminary statement of the fundamental objectives of the Constitution and guiding principles. The court called it credible evidence of the Founding Fathers’ purposes regarding the meaning of the Constitution and what they expected the Constitution would achieve.

The Preamble was positioned in the Constitution in the final days of the Constitutional Convention by the Committee on Style, which transcribed its final draft, with Gouverneur Morris running the attempt. It was not planned or conferred on the previous convention floor. The opening wording of preamble did not denote to the citizens of the United States, but rather refer to people from many states, that was the norm.  

In previous documents, including the Treaty of Alliance with France in 1778, the Articles of Confederation, and the Treaty of Paris in 1783 documenting American independence, the word "people" was not employed, and the phrase the United States was immediately followed by a listing of states, from north to south. The change was generated out of need because the Constitution stated that every time a popularly chosen ratifying conventions from nine states provided their consent, it would apply to those nine states, regardless of whether there were remaining states that were ratified.
