John Locke was an Enlightenment thinker that believed that the citizens should rebel against a tyrannical government. Locke exposes these ideas in his "Second Treatise on Civil Government"; he defines tyranny as  "the exercise of power beyond right" ; and that when the executive ignores its duties, reduces society to chaos. When government is dissolved people are free to recreate a civil sate that works.
