because one equation is 3y and the second is -3y they will cancel out (eliminate) so the term y will be gone and you combine (add) the rest of the terms and end up with

2x=18

then divide both sides by 2 to get: x = 9

plug in the value of x into one of the original problems

9+3y=6

and solve for y

3y=-3\\y=-1

if you plug in the values of x and y into the equations it should be true

A. is not a function, because its ordered pairs are all over the place, and the value 4 in the x - value has two values assigned - 0 and 3, which makes it invalid.

B. may be a linear function. Its ordered pairs aren't jumping all over the place.
Both the x and y go up one for one, so the function could be y = x + 3

C. isn't because the x - value 2 has two values. Again, that makes this invalid.

D.  is invalid because there is two x - values for 2. 

Therefore, the answer is B.
