William was a known American politician and also a lawyer. His values and ideas were known by promoting Bimetallism across the United States. This was a monetary policy which was money related in a given exchange rate that was fixed. The exchange was commonly done with silver and gold medals.

Harvey also supported demonetization of silver even though it was likely to have a negative value to the economy of the country. Jacksonian held his hand in the last decade of the 19th century.
