Under President Bush, the United States ousted Manuel Noriega, the leader of ____.

<span>He was leader of Panama.  Bush ousted him from power on December 20, 1989.  Relations between the U.S. and Panama began to deteriorate and as a result Noriega seemed to be shifting alliance to the Soviets through accepting aid from Cuba, Nicaragua and Libya.  Apart from that, Noriega also was involved in the illegal drug trade.  He also refused to step down after losing the elections even when Bush told to do so.  Incidents where U.S. Navy officers were fired upon by the PDF and an American officer and his wife where detained and assaulted prompted President Bush to invade Panama and captured Noriega.</span>
