Parties who are not satisfied with the decision of a lower court must petition the U.S. Supreme Court to hear their case.The primary means to petition the court for review is to ask it to grant a writ of certiorari, which asks the lower court to send the case to the Supreme Court. The court typically receives about 7000 requests a year but generally only hears those that are of national significance, about 100 to 150 cases a year.  Law clerks help to review each case and write the briefs that are then presented to all justices who then review the briefs and supporting materials and they vote whether to hear a case.  The justices need to vote at least 4 to 7 in favor of hearing a case.
