When Saul heard the news that the Ammonites had captured and subdued Jabesh-gilead, he was very angry. He took two bulls, cut them in half, and sent men to the land of Israel, to send a message to the people of Israel, carrying the broken bulls. The message was that this would also happen with the bulls of those who would not come along with Saul to fight the Ammonites. The men were scared and joined Saul, a total of 300,000 men of Israel and 30,000 men of Judah. Saul divided people into three groups and attacked and defeated the Ammonites early in the morning and killed them almost all. Those who remained were divided so that the two Ammonites did not stay together.

Tsar Alexander II declared that it is "better to abolish serfdom from above than to wait until it will be abolished from below."
LenKa [72]
This quote by Alexander II makes reference to the turning tide toward institutions such as slavery and serfdom worldwide. As Russia was westernizing and industrializing new ideas of human rights and representative government emerged. Alexander suggests with this quote that it is better to be in control of the decision and be proactive rather than have peasant revolts force the hand of a Tsar to end the serf system.
