In the year of 218 BCE, the extent of the Roman Empire was on what is now Italy, some of the islands, and small territories on the Balkans.

Explanation:

The Roman Republic in 218 BCE was still at the beginning of its expansion. The Roman had only recently managed to gain control of the Apennine Peninsula (Italy), Sicily, Sardinia, Corsica, and small parts of what are now Croatia and Albania. While it may not seem as much, these territories gave the Roman a stronghold and advantage for further expansion in the time to come.

Having their republic largely based on a peninsula, as well as several islands and coastal areas, the Romans were able to benefit a lot from trade. Also, the territory had good natural defense, which made the republic more or less safe from outside attacks, thus it was able to develop and grow stronger without any particular problem.

Because France was allies with Russia at the time, and the Franco Prussian War destroyed the relations between France and Germany, Germany declared war on France, who immediately responded by forging an alliance with both Great Britain and Russia.
