First establish the variables as it is described in the problem, all for one week.

m = hours mowing lawns in a week

g = hours planting flower gardens in a week

As it is said in the excercise Jim can work a maximum of 40 hours, then if I add the hours planting and mowing lawns it shouel equal 40 then:

m + g = 40h

Now for mowing lawns he is paid $14 per hour and for planting flowers he is paid $18 per hour then we have to multiply each value to its corresponding variable and this result should equal to $400 that is what he expect to earn then we have:

$14m + $18g =$400

So the system of inequalities that represent this situation is:

m + g = 40h

$14m + $18g = $400
