This is because during the Bush presidency, his failed attempt at fixing the healthcare system put the system into $550 Billion dollars worth of debt because of the 'Medicare part D prescription program'. However during Obama's time in office, his Affordable Care Act and Obamacare not only fixed what Bush did, but greatly cut the healthcare debt. Also, while Bush was late and unsuccessful to respond to Hurricane Katrina, Obama's response to Hurricane Sandy was praised. President Barack Obama dealt with the country's misfortunes in a much better way that Bush did.
