For a wind farm to be effective it needs to be in a place where there is a wind speed of at least 4.5 m/s or greater, ideally in a location that has a near constant flow of non-turbulent wind throughout the year with the least likelihood of sudden powerful bursts of wind. The location should also has an access to electric power transmission.
