This 10th amendment deals with the ability to limit the powers of the federal government by reserving those particular powers to the states and to the people also.

The Amendment was intended to confirm the understanding of the people at the time when the Constitution was adopted by the government, where the powers not granted to the federal government were reserved to particular states or to its people.
