Why is it important to consider audience when writing a news report?

I'm running my chances here. Its either B or D. Not entirely sure sorry.
I mean think about a news-article, the journalist has to think about their audience, in order to distinguish proper use of language, which suits the audience. 
I think the answer is D - Has to be appropiate for those reading the news.
