Answer:

Anarchy could be defined as the absence or total lack of a State, institutions, government, and therefore laws. Therefore we can affirm that in the case of a world without government, anarchy is very likely to develop, since all people would be free to do what they say, without taking into account the other people and the rights that they could to have.

Because with no laws or governing, there would be no doing wrong, so they would do it with no regrets but those people with morals would see it as it truly is, acts of anarchy
