Part A: the personification describes the movement of the daffodils. The daffodils are personified throughout the poem as if they were human beings "dancing", "tossing their heads".

Part B:  the personification creates meaning since it expresses the joy and amazement the speaker feels. The speaker describes his sensations as he is walking by a lake when he encounters the daffodils.
