True. Working a person up to their goal one subgoal at a time makes the plan or problem less intimidating and seem less complicated. Think of an algebraic equation. Why do we follow PEMDAS? Because if we do not, we have no subgoals to start the solving process by. Also saving money, we start saving with a goal to set aside so much of each paycheck, as the paychecks come. eventually we save up to our main goal, but we started with a subgoal of 'so much' per paycheck.
