I'm not going to write your essay for you, but you should research "vigilantism." Vigilantism is taking justice into your own hands. To put it simply, think critically about someone like Spiderman. He dished out punishments, but was he a law enforcement officer? No! He took the law into his own hands and is considered a vigilante. What he does is called "vigilante justice." To some, that isn't the best form of justice. Truly, someone who commits a crime deserves to go to jail, not just get beaten up. 
Think also about crime shows you've watched, if you have. Have you seen an episode where someone wanted to bodily harm their kidnapper, rapist, or family's killer? They wanted to act in vigilantism, taking the law into their own hands to enact vengeance.
